CRÉTEIL : Dégradation des Finances et Perte d’Exemplarité

Une évaluation récente des finances de Créteil indique une dégradation significative de la situation financière entre 2020 et 2025.

Retranscription des paroles de la vidéo: Hello and welcome to this first episode of « The New Program », a program which goal is disseminate and promote 20th century architectural heritage. Today we are by the lake of Créteil, behind me, you can notice Les Choux de Créteil [The Cabbages of Créteil] a social housing neighbourhood designed by Gérard Grandval in the 70’s and which have been awarded the « 20th century heritage label » of the Ministry of Culture at the end of 2008. Créteil is a parisian inner suburbs city which has experienced a rapid expansion after the second world war. Everywhere, the market gardening fields leave place to rectilinear housing blocks. Its population will thus inscrease fivefold in about thirty years, to progress from 11.000 in 1945 to almost 50.000 inhabitants in 1968. On January 1st of the same year, it becomes the prefecture of the newly created Val-de-Marne department. It is today the headquarter of the Grand Paris Sud-Est Avenir borough, within the Greater Paris, and totals a population of arround 90.000 inhabitants. « Show us that we can do diferently. » it’s what Pierre Billotte, at the time mayor of Créteil, says to Gérard Grandval in 1968, by entrusting him the project of building a housing complex for the Court House’s neighbourhood that was then getting off the ground. Gérard Grandval was born the 7th of October of 1930 in the 16th arrondissement of Paris. Graduated in 1959, he became two years later laureate
of the First Grand Prix de Rome. Further than Les Choux de Créteil project, he is known for having designed and furnished a head office, a showroom and a hundred of store for Cacharel, in France and abroad, between 1970 and 1980. On will retain too the on pile wood and plastic shell-houses which some examples have been built in 1970 in the Val d’Oise. Anti-academic and visionary, he heavily criticizes the housing estates that are built in his time, saying: « I have always been convinced that people suffer from living in faceless buildings, housing estates wich don’t tell any story. » With the Court House’s neighbourhood project, he seeks to take the opposite approach to the housing estates architecture to do, I quote: « anti-cube ». Well let’s get a closer look! In 1968, there was here only large vegetable fields Even so, there were already cabbages here. Indeed, standing right here was the sauerkraut factory Benoist, the biggest of Paris region. Créteil is a fragmented city, split by many expressways. The location in which have been built Les Choux [The Cabbages] forms a kind of triangle split by three of these expressways: the A86 highway, the D1 departamental road and the D86 departamental road. To face this isolation that many neighbourhoods of Créteil was then suffering, the plan of the city was to single out by architecture spatially very separated neighbourhoods. That’s how the architect has been tasked to design a neighbourhood with a real morphological identity. Gérard Grandval had only three weeks to propose a project. The master plan, presented in 1970 and inspirated by Sonia Delaunay’s paintings, is visualy remarkable. Everything in it has been designed in curves. It is organized arround a central core, that connects the whole of the housing buildings. The basis will of the architect was to criate two typologies, by combinating one block and three towers. Scattered in the vegetation, circular parking areas make possible to park the cars out of sight, behind berms. Lastly, the project included the creation of three schools and is surrounded by housing blocks that follows the curves of the masterplan designed by the architect Louis de Hoÿm de Marien. The project however has not been realized in its enterity. As said just now, the architect had planned five groups each formed by three towers and one block. After all, only ten on the sixteen towers designed in the masterplan has been built and only one block, totalling 654 apartments built. For their part, only two schools have been built. The construction, that will last from 1970 to 1974, has suffered from the meagre budget allocated to it. Indeed, during the pouring of the foundations of the first building, pockets of gypsum has been discovered and had to be filled. The amount of concrete has been so important that it exhausted all the emergency funds of the project, going as far as forcing the architect to reduce 30cm of the diameter of all the towers. As we have just seen, Gérard Grandval imagined two building typologies: the blocks, that actually are « les choux » [the cabbages] and the towers that are « les épis de maïs » [the corn cobs]. Yes it is! Even if all the neighbourhood ended up taking this name, there is in fact only one « chou » [cabbage] that’s been built. The one we call « le chou » [the cabbage] is a six-storey building which Grandval has designed like a flower, the dahlia. The dahlia-building had originally a diameter of 50m but it has been reduced to 44m. It has a very interesting section to look at. With the aim of making disappear the cars and in response to the impossibility to build an undergroud parking, he designs a central ramp in which the resident would be able to park his car and over which there would be a planted courtyard. Thus the architect made it clear that it was possible to plant over a slab. Today, the dahlia-building became a student residence. In turn, we find ten « épis de maïs » [corn cobs]. With a diameter of 21m and a height of 38m, the towers consists of 14 floors each comprising two three-room flats and as many two-room flats. As well as the master plan, their plan is organized arround a vertical circulation ring, arround which gravitates other rings: a circulation corridor which permits to serve the apartments, then a damp ring bringing the bathrooms together. Finally, the living rooms that reserves the whole of the facades. An effort has been made to propose, in each room, a right corner. And how can we talk about Les Choux de Créteil without mention the balconies wich made them famous? Long-stemmed flower shaped, they are huge five-ton concrete blocks that have a variable height, going up to 2m on the axis of the spine walls on which they stand. The balcony develops then always itself in relation
with two of the rooms of the flat. Their height descreases then, allowing the people to be sheltered from the outer eyes, and enabling them to have angle views over the city. These big 7,8m² balconies, arranged in staggered rows, Allows Gérard Grandval to assert a lyrical architecture: « the flower is the anti-cube ». The aperture areas, that should have been entirely glazed, had also to be reduced because of their implementation cost. All of these apertures open onto a balcony,
which is the masterpiece of this project. These ones, that are actually the petals of the dahlias, have been imagined as small cocoons. Originaly, the architect wanted to plant over all the façades, by integrating planter boxes in the concrete shells. An idea that became ordinary nowadays, but that have been refused by the at the time estate developer. The climbing vine leafs that should have grown over the façace
would have turn them into real indoor gardens, and the look of the balconies and buildings would then have always changed with seasons and years, making them almost alive. Controversial, the Court House project has been published little in the specialized press, but has received a great interest in the mainstream press, in France and abroad, and this even to Hong Kong. Today, Les Choux became a true emblem of the city of Créteil, attracting the curious, architects or neophytes, wishing to discover the outskits of Paris. Furthermore, it becames a symbol of popular culture, through movies like La Ville Bidon by Jacques Baratier released in 1976 or else Tellement Proches, by Olivier Nakache and Eric Tolédano, released in 2009, in which their architecture is roundly criticized. « everything looks the same here… they’re so ugly these cabbage-shaped buildings… » Even thought their fame and their recent classification as heritage, these towers, such as the social housing stock, are regrettably badly maintained. Water inflitration problems ruins the lives of some residents, and do not allow them to enjoy the quality of their living place. It is then high time for them to be renovated and
treated as the monument they are, 20th century heritage to cherish and preserve. And that’s the way this first episode of « The New Program » ends.
